Problem reproduction
New installation of GLPI (last versione 9.4.3)
Into Andministration -> profile edit Technician and UNCHECK "See all tickets" . Save
Create 2 user: UserA and UserB and assign them to profile "Technician"
Create a new ticket as Helpdesk and assign to UserA.
Log with UserB: User will see ticket assignet to UserA.
Expected: UserB doesn't have to see other ticket

Your profile "Technician" can assign tickets?
If Yes, he can see all tickets as long they are not closed

Ok, I double checked and now problem appear no more.
"can assign ticket" was uncheked.
May it be a cache problem or similar?
We can close for now, when I have more time i will re-check
