pls check the run mode of "queuednotification". Is it set to "glpi"? Then you need some action in glpi to run the task. That means if no one will work with glpi the Task will not run.
If you need the queuednotification around the clock you have to set run mode to "cli" and create a cron job.

I've switched mode to "cli". Then "queuednotification" action is just stuck, not moving, unless I explicitly press "Execute".

on an Linux Distribution pls create a cronjop (crontab -e) with this command "/usr/bin/php7.0 /var/www/glpi/front/cron.php &>/dev/null" or similar that fits your php version.
