I am having an issue installing a plugin. The one I am trying to use is the bars code plugin. I downloaded it and extracted it as the guide said, then I logged off and back in as I was suposed to, now under the setup tab I dont have the option to configure a plugin. Any ideas or suggestions?

Maybe thats the thing...I'm using a wamp server that has the php, mysql, and apache in a bundle.

Try turning on Debug mode - it may give you some more clues...
Setup > General > Use GLPI in Mode > Debug.
I had a problem a while back with plugins 'not working' the debug mode showed up that the files were not there... I'd located the plugin in the wrong place... don't ask!
GLPI 0.78.1 ... but planning to upgrade soon!
