Is there anyway to show the ticket timeline with date and time instead of elapsed time?

Yes. As of GLPI 10.0.6 there is a user preference option called "Timeline date display" that controls this behavior.

Click the account menu in the top right (the area that shows your profile and entity), click My Settings, go to the Personalization tab. The option is in the Assistance section.
For changing the default for users, it is in Setup > General > Default values.
