Merge ticket

I'm tryng to merge two ticket
Ticket A (status closed)
Ticket B (status New)

I check ticket B and action -> merge -> ticket A.
Error occurs:
"Failed operation
(1 authorizations problems, 0 failures)
: Error on executing the action"

Log:

Not enough rights to merge tickets 171 and 173  {"user":"279@srvticket"}

I'm using a super-admin profile with every ricghts checked on.

I can't figure out where is the problem.

Most likely it is because Ticket A is closed. If you reopen the ticket, does the merge work then?
