I do not even configuring a user profile with the Observer it appears in the list of the Observer ticket, and even if I configure this with another user profile it appears in the list of Observer makes no difference. Has anyone watched it? I have to do some setting for this profile to work correctly?

hello. the observer has a read-only view on the ticket if he has rights on the entity where the ticket is created.
If the ticket is created by email, then the cc people are watchers on the ticket
