It would be nice if there was an ability to send users an e-mail from GLPI so you are able to ask questions or inform users about a ticket. Currently, we have to upload the e-mail to GLPI and place the text in an follow-up.

You should enable notification.
When a user reply to a notification, this will be automatically add as a new followup

Yes, but when a user receives a notification about a follow-up it is not clear that any action is required from the end user.
The text that the user should read should be prominent in the e-mail, otherwise users would probably just won't read it and hence won't answer the e-mail. Besides that, if you don't send notifications about follow-ups there is no possibility to send an e-mail trough GLPI
