GLPI version: 0.83.4 running on IIS6 with PHP 5.4.8RC1, MySQL server 5.5 on Windows Server 2003 R2.
Submiting tickets over email is working fine, but alerting technicians about new tickets is not working also testing in setup/notifications/email followups with settings i put in and clicking send test mail to administrator i dont receive it even if it says its succesfull...
I would like ot receive emails on new tickets/updated statuses, any help would be welcome.

To receive email when ticket change, you must create your notification in setup > notification> notification.
Yous select your event and you add your recipient

Well I receive email when tech changes something in ticket (user who created ticket gets email if he put an option he wants to receive updates) but tech does not receive email when new ticket/request/problem is created. And i have everything set up.

UPDATE: Noticed that email notifications are not working only on emails that came with users from active directory link.
