this should trigger a pop up within few second
step 3 : create a notification template for your browser ie browser_newticket_template( no css, short message)
step 4 : select ( or create) a notification and add a template (ie browser_newticket_template ) and set mode to browser

However, the best practice here would be to just secure your GLPI web server with HTTPS. A self signed certificate would work well if you have the infrastructure or patience to deploy the root certificate to your clients so they can trust the certificates signed with it.
