New user form on start page

Hi Team,

is there an option to put a form on the start page (next to the forgot your password and FAQ link) where you log in so that a person without an account can create a username and password without asking the administrator.

Preferably only post-only rights should be allowed in this form creation.
Is this already present with an option or a plug-in or is it not allowed by design?
