Yes, he can.
The problem is, the GLPI show "cannot contact the mail server", it just can't send the e-mails for notify the users. The problem is, when is configured the notifications, and the mail server is down, it really delay update a ticket for example.

Hi,
Probably not possible in any case, and I don't know how to setup this in a Win Server.
On Linux, instead of using the real corporate mail server, you can configure a local mail server, who know how to cimmunicate with the corporate mail server.
Once this is in place, you just have to tell to glpi to use 127.0.0.1 as a mail server.
Pro : GLPI can always send each and every messages, regardless of the actual state of the corporate mail server.
Cons : Can sometime delay the mail send
Can be corporate disallowed
Must be correctly setup to avoid an internal 'open mail relay'
... certainly others !
