Define functionality specific to profile

Need a little help in GLPI and I've tried everything and can not form.
The situation I would like to do is the following settings in the profiles:

Profile 1:
- Power to assign a call ONLY for YOU or for a group.
- CAN DELETE the attributions of a group in a call.
- CAN YOU DELETE assignments in a call.

Profile 2:
- Power to assign a call ONLY for YOU or for a group.
- CAN NOT DELETE the attributions of a group in a call.
- CAN YOU DELETE assignments in a call.

Does the code need to be customized for this case?

Profiles can be set as:

Assign a ticket: Yes or No. 
You can assign a group rights to be assigned to a ticket or not, but you will still be able to choose individual users as well.

I'm not clear on what you want for your last 2 items.
