Can I remotely un-install software on user's computer from GLPI panel?

No.  GLPI is a reporting tool.  You'd need a patch management tool for that.

Choose the computer from the inventory, click on the software tab and there you go! Although I must say, I didn't test it. Could be that it is only needed for reporting issues, as said...

That will not actually uninstall the software from the user's computer.  It will only remove it from GLPI.
