Hello,
I installed GLPI 0.72.4 on a Debian 6 machine and I set up some "post-only" users.
Is it possible to allow users to re-open a closed ticket? Which is the best way to do it?
Is it possible to make other users follow the ticket (like CC in emails)?

Why did you go to this very old GLPI version ?
It is possible for a requester to re-open a solved ticket. For me a closed ticket is closed and may not be re-opened.
if the requester refuses the solved solution then it goes back to a processing status (re-opened)
To follow the ticket, the user may be set as watcher and must have post-only (at least) rights on the ticket's entity
