I have recently upgraded GLPI to the latest version 0.83.2. However, I am having trouble installing the Generic Objects Management plugin. GLPI is telling me that the plugin requires PHP 5.3.0 or higher. How do I go about upgrading PHP?

What version of PHP do you have installed now?
I would suggest you follow the OS instructions for updating your PHP.

I am currently running PHP version 5.2.0 on Windows Server 2003. I believe it was installed with XAMPP version 1.5.5.

XAMPP is now at 1.7.7
I might be mistaken (research on your own before trying) but I think you can just install a newer version of XAMPP.
