I cannot find a way anymore to change a ticket title after creation. Even not as super-admin.
Before the upgrade (from latest 9.x) this was working.
Is this a bug?

In the timeline, find the response that contains the title and initial request.
Hover over the response and click the 3 dot icon that appears in the top right of it.
Click Edit.
The form that appears should have a text box with the title that can be edited.
