Is this the proper forum for lack of use of the locale files?

I have found translation issues in GLPI and plugins because the developer hard-coded a word for a button or column heading instead of referencing the locale file.  The locale file is correct, just not referenced.  Should I post these fixes here, or on the main English speaking forum?  It's hard to determine the right forum since I have fixes for GLPI, plugins, and they all are translation issues.  Thanks.
