How to change field arrangement

Plz, help me with advice, I need on some forms to rearrange some fields (show others and hide some), for example in the ticketing forms, is there any way or to wait that in some future version.

you must edit the source code to do such a thing.
This feature is not planned for a future version.

why to you want rearrange fields ?
Which one ?
May be integrating in the core if changes are logicial.
