What is Backup plan and difference between check and control list

What is the meaning of Backup plan in Change request? Is it meant as a roll back plan or as a server backup for example?
What is the difference between Check list and Control list?

These are ITIL concepts I believe. I think there is also a bad label for the "Backup plan" because internally the field is "backoutplancontent" so yes it is the plan for rolling back changes in the event of an issue.
