Ticket by location to group automation

Good morning,

We are using the cloud version
I've been trying to create an automation for days.

I'd like for users with a location in Norway or a user group in Norway to see their tickets, once generated, only appear in a profile called Norway Technicians, since it's a somewhat independent country. However, the Global Technician can still see them.

If these are different service locations with different teams, it may be best to think about organizing them using entities.
