People, I ask you a question, is there a possibility of limiting the user from changing their email or adding an email? Better said to limit the issue of preferences even more, because I have them not see almost anything, but they still have the possibility of API token (regenerate) and add emails.

No. Users are allowed to add/change their own emails and it isn't configurable.
