Extend costs tab on the ticket page?

Is it possible to extend functionality of the costs tab on ticket page?

I am trying to write plugin for it, but actually don't understand how to append a field to the costs form

Didn't find proper approach for it in the documentation either. Looks like costs are not extendable, right? Should I just write my own plugin for it from scratch?

Would appreciate any help or thoughts. Thanks
