Cartridge alert notification only sent once

I am testing cartridge alerts. I set alert threshold at 5 and stock target at 10. I am adding QTY 15 stock, and then using it on a printer. When I execute the automatic action to generate the cartridge email, I can see the notification generated the first time, and in the Cartridge under Alert threshold I see the text "Alert sent on 22-05-2024 16:51". The alert was received, but then I added stock back again, and installed the cartridges on printers and tried to generate the alert again, but it will not work. A new alert is not generated, the Alert sent on ##date## remains the same. Is there a reason for this? Why it was only generated the first time the threshold was reached?

Also, is the threshold based on the New value? So if New is less than threshold, the alert is triggered? Or do they have to be Worn?

Example:

Total    16    New    4
Used    12    Worn    0
