Block the opening of new tickets when there is a pending satisfaction
How do I block the opening of new tickets when there is a pending satisfaction survey? My GLPI is at version 10.0.5. I understand that I need to update it but I can't do that now.

There is nothing in GLPI that would block a user from opening new tickets if there is an outstanding satisfaction survey. Satisfaction surveys are optional.
