I would like to add an additional status of 'On Hold' for Changes. Where would I go to do that? I looked around and am unable to find it.

The status field for tickets, changes and problems are currently hard-coded because certain statuses have unique logic associated with them.
There is a "Pending" status for Changes though which sound similar to what you were asking for.
If you want more fine-tuned statuses, you may be able to use the Tags plugin.
At my old job we would put tags like "Out to Repair Depot" while the ticket itself was "Processing (Assigned)" to indicate that work started on the ticket, but the computer was off-site being repaired by the manufacturer under warranty.

How do i find out the logic of the status field. That way it will help in our documentation and recommending users to choose which status is applicable.

Considered New: New, Evaluation, Approval, Accepted
Considered In Progress: Accepted (Not actually sure why this is considered both new and in progress. Maybe a bug), Testing, Qualification
Considered Solved: Observed, Solved
Considered Closed: Closed, Canceled, Refused
Pending status isn't listed in any of the above groups in the code (again not sure if it is a bug or intentional).
Changes can be reopened when the status is: Solved or any of the statuses listed under "Considered Closed"
It is possible there are some other behaviors that I am not aware of.
