Question when using the command line console, the plugin tool

I'm trying to manage plugins with command line tool:

This on latest version 10.0.10

So far all in general seems to work, but when using the plugin:install command it always asks "User to use" and expects any of GLPI's existing users. I tried with all the defaults: glpi, tech, normal, post-only; and all of them seemed to just work to install, for example, the glpi-reports plugin (manually downloaded tarball).

Then what's the difference between the "used users" here? If installing with one user, plugin won't be available for other users, or what?

It is the user that GLPI will log in as to install the plugin, and as the description for the option says "among other things to set plugin admin rights". It would be best to specify your own GLPI username for this or another account that has a super-admin profile set as their default profile, to avoid issues with some plugins.
