Notification for validator designed for a CHANGE

Hello,
I'm facing an issue regarding notification for the validator of a CHANGE.
Even if I fill out the email in user profile and the notification engine (CLI)  is working, the validator, designed in a CHANGE, is not receive a mail for validation of the change.
Only administrateur is receiving an email but to alerte him of a creation or update CHANGE.
Have I forget a specific setup in GLPI?
