how do i add these buttons?

How do I add these buttons for all users? Only the Super admin is able to see them.

Check the profiles for the other users and make sure the "Search result display" permission under the Setup tab has one or both options selected.
This is only for profiles with the standard interface though. For simplified interface profiles (common for end-users), they cannot change the columns. They will always see whatever is set as the global preferences for the different itemtypes.
