Create a new rule

Dear,

I'm having trouble with some glpi actions. Recently, in my company, I made the migration from GLPI 9.5 to GLPI 10.0.6 and the need arose that every time a label ("Billing") was assigned, the call itself would be unavailable to be closed, only when If it were removed, would it be possible? How can I do this? I tried to see through the rules, drop-down list, automatic actions, however, I didn't understand very well... Where are these files that I can move? Thank you very much in advance!
