GLPI Mailgate works randomly

Hi, have the next issue:
then mail collector gets new emails it may not create a ticket, but it always send answer about ticket creation to the mail from which the email was sent.
I check rules, php version, cron rules, GLPI logs, etc but don't  find a solution.
