Hello There,
I am going under Admin Portal -> Administration / Profiles / Observer / Assistance [For ticket updates].
How do I configure for OBSERVER to have the permission to update/[Answer] the ticket and not just the Requester?

Hi,
i think it's in the self_service profile (or the profil use by all the users)
So, you don't need a profile only for observer
