Business rules for tickets - add tasks in specific order?

I'm trying to add a bunch of tasks (30) using the beginning of the ticket title as the criteria of the rule and then adding all the tasks as task templates in the action tab.

When I tested it with only about 4 tasks they added to the ticket in the order I added them to the rule's action, but now that I've gone up to 30 tasks they seem to be adding in a random order to the ticket compared to the action list, but always the same order across multiple tickets. I checked against the creation date and last update to the task templates to see if there was a correlation, but I don't see one. I also looked in the mysql database to see if the ID numbers for the task templates or the IDs for the ruleactions were following what I saw, but as I was creating all the task templates in order and then adding to the action tab in order everything there looks numerically in line as well. Is there any way to get these tasks to add in a specific order and any thoughts on why they are in this seemingly random (but consistent across tickets) order?
