Observer is not added to ticket after update to 10.0.5

Since updating from 10.0.3 to 10.0.5, when a user adds someone in CC, that 'CC user' is not added to Observer field in tickets.
That also means when a technician replies to a ticket, 'CC user' will not receive this reply because 'CC user' is not in Observer.

This worked just fine in version 10.0.3 and earlier versions.
