Bugs found? User deleted, but...

1. Well... I have the following problem: I created a user with x@x.com email
Then I have changed him to be ADMIN, and then after some time  - deleted this user
But mails informing about new "topics" are incoming to x@x.com, even though this user is deleted.

2. After some time I wanted to create a user with the same login as x@x.com had... but the system said, the user is present???

3. How can I make notification emails to be sent to selected technitions? I have several topics (like: "windws", corel, printer) and I have 3 people to be in charge of those topics, one is in charge of windows, the second - corel and the last is in charge of printers.
But I cannot find an option to "tell" the system to send notifications only connected with selected topic?

1. maybe need to check
2. login are unique
3. maybe using groups ?
