Can't attatch more than 2MB files on tickets opening

Even though I've already changed the php.ini configuration upload_max_filesize from 2M to 10M, I still can't upload an image, for example, bigger than 2MB. I'm needing to allow a bigger upload limit, so that the employees can attatch high quality photos from the cellphones on the tickets, for a better desciption of the trouble.
