How to assign ticket from root to entity A

I have an email receiver with rule to assign ticket to a specific entity, entity A, so that the ticket is only visible only under entity A.

However, this rule is only work when the requester from the email is also from entity A. the email/tickets will be rejected when the requester is in root entity.

By the default, most of the user in the system is set under root entity by the system. How can I bypass or give this email receiver with the rule to work for this purpose?
