Move new users in right entity (physicalDeliveryOfficeName attribute)

hi,
All my AD users have the office field populated and I'd like to use the physicalDeliveryOfficeName to move new users in the right entity.

1) I create a new LDAP Criteria with physicalDeliveryOfficeName
2)I create a new Authorizations assignment rules (logical operators:AND, LDAP Criteria (office) contain [the city],Action: Assign to the right entity

It doesn't work, but I can't figute the reason

Am I in the correct way or am I wrong?

I'm going crazy

I create a single rule in "Authorizations assignment rules"

Criteria
    Criterion    Condition    Reason
    LDAP directory    is    ADN
    Authentication type    is    LDAP directory:
    (LDAP)physicalDeliveryOfficeName    contains    CL Cast

If I test the single rule it works great(true), but if I test the same rule in the Test Rules Engine with the same parameters I receive a False

Anyone can help me?
