Assign root entity user to child entity

Hi, i'm trying to show ticket creation categories only to a small group of people, for that i created a child entity but i can't somehow assign the group of users from the root entity to this entity, that have more categories on the ITIL CATEGORY list. How should i do that? Thanks.
