Cannot find user account

I have a account is success added to system from LDAP, but is cannot not find account on 'User' page, and on 'LDAP Directories' account only can choose 'Synchronize' in 'Actions'.

And when we try using account to login, system will show 'You don't have permission to perform this action'.

So, what can I do to find the account ?
