Hello
I need to restrict that new tickets for a certain ITIL category can be created only by upper management. Is there a way to restrict that only certain users can create tickets for a certain category?

does that mean that the respective user NOT ONLY sees his but ALL categories?
I have the same problem :-(

ITIL categories can currently be restricted to specific entities or interfaces (simple or standard), but not profiles, groups, or individual users.
It doesn't look like this was requested yet on the community feedback site. I would suggest adding it to the UserEcho site so it can be voted on by the community.

You can "transfer" it to another entity like you would for other item types like Computers.
In the top-right of the form, click the Actions button. Then, select "Add to transfer list".
