In GLPI 9.4.6 with Behaviors 2.3.2 plugin, when the ticket is solved by a technician who is not assigned to the ticket, it is added as automatically assigned by the plugin.
Even the option "Add logged in technician when resolving ticket" is set to "No".
For the purpose of testing a possible translation error, I put it as "Yes" and also added the technician to the ticket.
