Error sending SMTP email connect

Hi Everyone!

I have a version of GLPI 9.3
Email notifications do not work. The error that appears:

"Error sending SMTP email connect() failed. github/PHPMailer/PHPMailer/wiki/Troubleshooting"

I was looking for forums, solutions but unsuccesfully.

I can not send a test message to the administrator.

If you can not send a test message to administrator then your configuration is wrong.
