i have 4 departments/entities:
WSS
WSS > WSS IT
WSS > WSS DET
WSS > WSS DJ
when users creats tickets then dont see any categories.. Defaults users are in WSS entity. All users have recursive profile.
Entities IT, DET and DJ are technicnas entities.
I use GLPI 9.1.1.

Make sure your categories are in WSS entity and have Child entities set to Yes

There's not like you say. All plain users are in WSS entity, technicians are in others entities. I have one GLPI in other version 0.90.3 and there are work fine.

Self-service profile user must change it's entity to the desired one, once there they will find categories according to it's entity.

Yes, self-service users must do this, but plain user who only create tickets not solve tickets don't need change entity. But this plain user (WSS entity) don't see categories from other entities.

That is the idea, Entities are like Worlds.. the Categories for one Entity are totally differents from another Entities or Worlds.
If you want to treat your GLPI environment to share categories between "Entities" I would like to suggest you to use "Groups" instead.

No i want do different thing. The WSS entity are Root Entity, and all plain users must see categories from others entities. They don't resolve problems.
I have do this in my other installation of GLPI. I don't know why now this not work.

A category is available in entity of creation.
In sub-entity you can see category of Root entity if this category is recursive.
In Root entity you can only see category created in Root entity
