Cyrillic in the email subject

Some tickets have started to come with incorrectly decoded field title (email subject) after upgrade from 0.83.6 to 0.84.3
For example äÏÓÔÕÐ ÚÁ×ÅÄÅÎÉÑ ÐÏÌØÚÏ×ÁÔÅÌÅÊ instead Доступ заведения пользователей.
How can I solve this problem?

I restored from backup glpi. Then I installed systems updates in order. Encoding is broken when upgrading from 0.84.2 to 0.84.3.
Encoding breaks if the letters sent to KOI8-R. If the encoding set to UTF8, then all is well.
Online decoder (http://web.artlebedev.ru/tools/decoder/) says it converts CP1252 → KOI8-R.

Decoding function message subject, message body and attachment names are different? Why body of the message is decoded correctly?

I did roll back this patch https://forge.indepnet.net/issues/4563
In the backup copy GLPi the problem was resolved.

In the production GLPI the problem with subject was resolved. But the problem remains with attachments. Attachments name or decoded incorrectly, or do not come! Probably this is due to damage to the tables after upgrading GLPI. I restored them earlier.

Everything is OK now.

The problem was probably that not all files are replaced when upgrading from 0.83.6 to 0.84.3. Needed to be updated in order.
