Business rules allow a criteria of 'Requester...contains...' and an arbitrary string for the match, but the rules testing page will only allow requesters to be picked from the list of glpi users so it cannot be used to test rules that use those 'contains' conditions - for example, external requesters (email addresses) not in the GLPI users list.

This 'bug' report should be modified further: Business rules don't check email addresses at all unless the address is listed against a user account - for example, you can't create a working, generic 'OR' rule like this:
Email address starting with 'noreply@' OR Email address starting with 'no-reply@'
