We just upgraded from the old v0.72.x to the new v0.83.7, and we're having some issues.
First... What happened to the "Add & Close" button that used to be in the Follow-Up area? Has it been removed?
Second... If the "Add & Close" button no longer exists, how do I perform this process without sending multiple emails to the requester?

Use the "solution" tab.
Entering a solution automatically set the ticket to "solved" state
