Notification Task problem

Sorry for my English.
I have this problem, when I insert an assignment do not get the e-mail notification.

The settings in the notifications are active.

version 0.83.4

now the problem presents itself to me even on the comments. When I add a comment no notification is sent.

I solved part of the problem.

If I put the comments in private check "yes" to the administration notification I get, if I put "no" to private notification arrives.

I would need to get administrator comments and private task is that possible?
