Feature Request: Do more with the Budget

Features that would make GLPI more useful and life easier:
1. Show only current budgets and hide old budgets in budget dropdown menus

2. Possibility to choose a budget in the bill management of the order plugin. We have bills that are not from any orders. These bills must also be added to the budget. We need to debit all costs/bills to the right budget and not only those from orders.

3. Possibility to add a budget to a contract. If i have a contract for a network service that has costs per year, I want to be able to debit the right budget. Now I would have to create an order for this.
