Is http://www.yiiframework.com an appropriate tool to develop GLPI plugins?
If not, is there any other available?

GLPI plugins must use GLPI Framework.

Of course. After some reading I realized, as you said, yii is not exactly the tool I need.
As you can see, I'm not a professional developer but I'd like to make some changes to GLPI to customize it in some ways. Doing those changes as plugins is the best approach, I think. So what I'm looking for is a tool, Eclipse style, for developing GLPI plugins but much more specific for php, if such a tool exists.
Do you have any suggestion?

Eclipse work well for PHP project (well, with PHP extension)
