I wonder, how do I turn off editing the title and description of the ticket to the Admin.

For that you should be there on the admin profile setup and part of assistance to change the part of "an update called" and let "not" ... but with this the "ADMIN" can only assign to someone called and / or provide a solution to the so-called ...
